VILLAGE OF ALBION

PLANNING BOARD MEETING
April 20, 2016

 

PRESENT:

Chris Buongiorne,  Dale Davis, Cliff Thom ,Kevin  Sheehan  and Phil Ciarico

 

ALSO IN ATTENDENCE:

Matthew Hand (alternate) and CEO Ron Vendetti

Paul Mutch  (Stonefield Engineers)

 

CALLED TO ORDER:

Chris opened the meeting at 4:30 pm.  The Pledge of Allegiance followed

 

ACCEPTANCE OF MINUTES

A motion was made by Cliff, seconded by Kevin to accept the minutes of the March 16, 2016 meeting as written.

Motion carried :  4 – ayes    1 – abstained ( P. Ciarico )

 

SITE PLAN REVIEW – 153 SOUTH MAIN STREET

Paul Mutch of Stonefield Engineering & Design LLC addressed the board on behalf of Bank of America regarding the installation of a drive-thru ATM at 153 South Main Street.

Bank of America has a branch located across the street.   The property at 153 South Main Street is owned by CRT LXXVI Inc. and is the location of a Dunkin Donuts establishment.    CRT LXXVI Inc.  gave written permission to Bank of America to pursue the ATM at this location.  They will be leasing the area.   The ATM will be located at the southeast corner of the property.  It will not interfere with any of the current parking spaces or the existing drive-thru.  The ATM  itself will be 11’ tall and 27’ square feet in area.   There will be additional LED lights installed near the ATM location.  The lights will be shielded and oriented away from nearby residences.   Bank of America will need to get a variance from the zoning board for the number of cars in the queue.  They will only be able to stack three (3) and the current requirement is five (5).    

The signage on the application has been changed.   Bank of America had originally planned to put in its own monument sign.  After discussion with Dunkin Donuts, the current monument sign will be split to represent both businesses.  

A motion was made by Kevin, seconded by Cliff to send the site plan application to Orleans County for a recommendation. 

Motion passed unanimously

 

LOCAL LAW TO ESTABLISH A MORATORIUM ON MOBILE HOMES

New York State recently enacted an Executive Law which allows for mobile homes outside of mobile home parks.   The Village would like to be able to establish some regulations with regard to this State Law in order to preserve and protect properties while still complying with the law.  A moratorium would give the Village the necessary time to develop regulations concerning location, size and sitting of the homes .   The moratorium would allow the Village six (6) months to develop their regulations.  During this six month period no one would be able to install, construct or develop a mobile home within the Village outside of a mobile home park. 

A motion was made by Dale, seconded by Phil to send the proposed moratorium to Orleans County for recommendation.

Motion passed unanimously
