The Workshop Meeting of the Board of Trustees of the Village of Albion was held Wednesday, February 25, 2015 at 7:00 PM, at the Village Hall, 35 East Bank Street, Albion, New York.

 

Present were Mayor Dean A London, Trustees Eileen S Banker, Stanley Farone, Gary Katsanis, Pete Sidari and Attorney John C Gavenda.

 

Also in attendance was the Superintendent of the Department of Public Works Dale Brooks, Chief Pollution Control Plant Operator Aric Albright, Chief Water Treatment Plant Operator Kevin Miller, Fire Chief Rocco Sidari and members of the Albion Fire Department. 

 

There was 1 resident present.

 

Mayor London opened the meeting with the pledge of allegiance at 7:00 PM.

 

DEPARTMENT HEAD REPORTS

The Board of Trustees received monthly reports from Police Chief Roland Nenni, Albion Fire Department, Animal Control Officer Harry Papponetti, Code Enforcement Officer Ron Vendetti, Cemetery Supervisor Jason Zicari, Village Clerk Linda Babcock, Chief Water Treatment Plant Operator Kevin Miller and the Chief Pollution Control Plant Operator Aric Albright.

 

The Board of Trustee didn’t receive a monthly report from Superintendent of Public Works Dale Brooks.

 

K-9 PROGRAM APPROVED

Moved by Trustee Sidari and seconded by Trustee Farone approving Police Chief Roland Nenni to move forward with the K-9 program.  There is currently $11,239.13 secured to purchase the dog and aid in the program.  The cost of the dog, which will be DCJS certified will be $5,000 to $9,000.

Police Chief Roland Nenni stated that he would like to do a one day Village Board training in the Spring. 

 

AFD TRUCK            APPROVED TO MOVE FOWARD

Moved by Trustee Banker and seconded by Trustee Katsanis approving the request from the Albion Fire Department to move forward and advertise for bids for the purchase of a new fire truck.  The Fire Department has been working on the specs for the new truck for months.

DRUG/ALCOHOL TESTING

Moved by Trustee Katsanis and seconded by Trustee Banker approving the Superintendent of Public Works Dale Brooks recommendation to have WorkFit Medical provide the service of random drug/alcohol testing at a cost of $50 per testing.  WorkFit Medical will administer the program.  The current provider has informed the Village they will no longer be doing the testing after March 2015.

APPROVED TO REQUEST LIST

Moved by Trustee Sidari and seconded by Trustee Farone approving Mayor London to request the list from Orleans County Civil Service for the Water Treatment Plant Operator Trainee position.

APPROVED MINUTES

Moved by Trustee Farone and seconded by Trustee Katsanis that in as much as each member received copies of the minutes of the February 11, 2015 meeting and there being no errors or omissions, minutes are hereby approved as written.

APPROVED RENT FOR CEMETERY

Moved by Trustee Sidari and seconded by Trustee Farone approving the rental amount for the Cemetery apartment to be $700 a month.

APPROVED PAYMENT TO SUBURBAN

Moved by Trustee Banker and seconded by Trustee Katsanis approving payment to Suburban Electric for Contract 5 Pay Application 5 in the amount of $8,398.94 for services rendered at the Joint Municipal Industrial Pollution Control Facility.  This project is approximately 73% completed as of February 24, 2015.

RESOLUTION 2015-2 REGARDING AIM FUNDS

The following resolution 2015-2 was proposed by Trustee Sidari and seconded by Trustee Katsanis:

 

WHEREAS, New York State provides $714 million in Aid and Incentives to Municipalities each year, and 90 percent of that goes to upstate cities;

WHEREAS, the AIM funding per capita is $277 per city resident and only $7 for residents in towns and villages;

WHEREAS, there are 549 villages with a combined population of 1,918,032 in New York State, including four (Albion, Holley, Lyndonville and Medina) in Orleans County with a population of 14,770;

WHEREAS, many villages wrestle with the same problems as cities, with aging infrastructure, blighted housing, abandoned commercial sites, brownfields and increased crime rates;

WHEREAS, villages are similar to cities with a high concentration of senior citizens and low-income families;

WHEREAS, villages mirror cities as centers for culture, civic and religious life, especially in rural counties;

WHEREAS, villages are like cities with many important community structures – churches, courthouses, schools and other public buildings – that do not pay taxes, shifting the tax burden for those sites to other residents in the village or city;

WHEREAS, the state’s tiny share of AIM funding for villages has put villages at a competitive disadvantage in attracting and retaining businesses and residents;

WHEREAS, the huge disparity in AIM funding between the cities and villages is a form of state-sponsored economic discrimination, resulting in much higher tax bills for village residents and a diminished quality of life;

WHEREAS, the erosion of the village tax base has shifted a greater burden of town, county and school district tax burden outside the village, punishing the outside-village residents as well;

 

WHEREAS, the high tax rates in the village encourage suburban sprawl, making nearby green space and farm land vulnerable for housing tracts, industrial parks and “Big Box” stores;

WHEREAS, a village resident is no less a New Yorker than a city resident;

WHEREAS, the Village of Albion, calls on Gov. Andrew Cuomo and the State Legislature to adopt a fair formula for sharing AIM funding so village residents can enjoy municipal services and their homes without being taxed to death.

RESOLVED, that the clerk of the Village of Albion shall forward copies of this resolution to Gov. Andrew M. Cuomo, Senator Robert Ortt, Assemblyman Steve Hawley, Assemblywoman Jane Corwin, Assemblyman Joseph Morelle, Assemblyman Carl Heastie and all others deemed necessary and proper.

VACANT BUILDING INFO

Attorney Gavenda will review and report back to the Board of Trustees about the documents Trustee Banker presented him regarding the “Vacant Building Registry”. 

 

MT ALBION TOWER

Mayor London informed the Board of Trustees that the Soldiers and Sailor’s Civil War Monument (Mt Albion Tower) will be nominated/approved to the Sandstone Hall of Fame on April 16, 2015 at 1:00 PM by the Medina Sandstone Society Inc.

 

REVIEWING OF POLICIES

The Mayor would like to form a committee to review the Village’s current policies.  Attorney Gavenda will check with NYCOM for samples.

 

SOLAR ENERGY

Trustee Katsanis, Chief Pollution Control Facility Operator Aric Albright and the Superintendent of Public Works Dale Brooks will meet with Mr Matt Rankin from Larsen Engineers to follow up on the Solar Energy study proposal he discussed with the Board of Trustees several months ago.

 

GRANTS

The Board of Trustees would like to invite Ms Jean O’Connell to the March 11, 2015 Regular Meeting to discuss the services she could offer regarding looking for and writing grants.

 

ELBA

The Board of Trustees discussed the following regarding the Village of Elba:

            The Superintendent of Public Works Dale Brooks stated he has set the rate to repair water lines in the Village of Elba

            Would taking Elba on keep us from taking on anyone else

            Discussed cross training Village employees

           

Moved by Trustee Farone and seconded by Trustee Sidari to continue talks with Elba regarding taking over their water, pollution plant and maintenance of their water lines.
