Grant Funds Available to

Downtown Building and Business Owners

Downtown building and businesses owners who own buildings or operate businesses along North Main Street between the Erie Canal and State Street or on East Bank Street between North Main Street and Platt Street may qualify for grants up to $50,000 for commercial and facade improvements, and $25,000 per residential unit. These funds were made possible through the New York Main Street Program, which were awarded to the Town of Albion last December. The Downtown Albion Neighborhood Advisory Committee (DANAC) has been established to review applications and distribute funding. The project is being locally administered by the Albion Main Street Alliance. 

To find out what projects qualify and how you can take advantage of this amazing opportunity, please attend one of the educational sessions listed below. Attendance is required in order to get an application! If you are not able to attend and are interested in applying, please contact Katelin Olson at 589-2502 or albionmainstreet@gmail.com.

All of the meetings will be held at 118 North Main Street, First Floor,

and will take approximately 90 minutes.

Bullard Park Vison for the Future

•·     We have an enthusiastic team working to develop a master plan for improvements to Bullard Park.  Thanks to Kathy LaLonde and the Recreation Committee for facilitating this.  Once completed it will be included in the Village/Town Comprehensive Plan and used to secure funding for future investments in the park.  If you have ideas you wish to share with the committee please call Linda Babcock at Village Office or e-mail her at lbabcockclerk@villageofalbionny.com

•·    APD Staff Sergeant Tim Boyer has retired after 21 years of exemplary service.  Although we are sad to lose him we wish him well.  We have hire Officer William Annable to help fill the void left by Sergeant Boyer.  Officer Annable comes to us from the Niagara Falls Transit Authority Police. 

 

           Winter parking restrictions are in effect from November 15th through April 15th.  Parking is not allowed on Village streets between 2AM and 6AM.  Vehicles in violation will be ticketed.

           Bids have been accepted for contracts one and two for improvements and repairs to the pollution control facility (PCF).  The total of the bids for these two contracts is $860,000.  Work will be done by Suburban Electric of Albion and STC Construction of Springville.  The majority of funding will be provided by grants from New York State Office of Community Renewal and New York State Environmental Facilities Corporation.

        Extensive repairs and improvements at the police station are nearly complete.   Village DPW and PCF employees have been able to take on most of this work themselves and have done a wonderful job.  An open house will be scheduled.

       We were notified by New York State Office of Community Renewal that our application for a $400,000 Community Development Block Grant was not approved.  Our proposal was to use the grant for a residential rehabilitation program.  We were told that our application scored well but OCR received applications for funds that far exceeded resources available. 

         Planning for our 2013 budget has begun.  The Village's fiscal year 2013 begins June 1st.  A tentative budget will be presented at a public hearing by April 15th.  The final budget will be adopted by May 1st.

•·         The Village has recently completed a sizable sanitary sewer improvement project under the order of the NYS DEC. In the next few years the Pollution Control Plant will also receive badly needed upgrades to the 32 year old plant to make it more cost efficient to run. The Board of Trustees works diligently to keep costs down but also has to be proactive in the maintenance and efficiency of the many services we offer.

Due to the cost of running the plant, maintaining the sewer lines and the anticipated cost of upgrades the Village has determined it necessary to increase the sewer rates by .25 cents per thousand gallons effective this billing to offset the additional costs. If your bill is currently a minimum bill of $52.08 your increase would be $1.41, otherwise your increase will vary depending on your consumption and would increase up to $8.00 if you use 32,000 gallons.

 

•·       Projected cost of the Pollution Control Facility capital improvements noted above is $3.8 million. This will be funded by $2.6 million in grants and a $1.2 million interest free long term loan.

•·       There will be a workshop meeting on October 20th for the Economic Development segment of our Village & Town of Albion Comprehensive Plan. It will be held at 7PM at the Albion Fire Station on Platt Street. Please attend and share your ideas.

•·       Our Police Station is undergoing extensive repairs due to flooding in August. Police Department operations have been temporarily relocated to Village Hall. Village Board meetings have been moved from Village Hall to the Fire Station. Care has been taken to minimize disruption in police services.

 

•·       We have applied to Department of Homeland Security/FEMA for a $494,000 grant to replace a 1974 fire truck which will need to be taken out of service soon.

 

•·       The DPW has scheduled brush pick-ups. Pick-up North of State Street will occur during the week of November 14th. Pick-up South of State Street will be during week of November 21st. Please call DPW at 589 - 7061 if you have questions.

      Thanks to all who are contributing to notable Village-wide improvements in property maintenance. Well maintained lawns and buildings undergoing painting, repairs and improvements are a common sight, and reflect the pride we have in our homes and community.

The 2012 budget was adopted in April. As previously mentioned this year's budget was especially challenging. We were successful, however, in limiting the tax rate increase to less than 2% without reducing services.

There are two public workshop meetings remaining for our comprehensive plan update. These are

scheduled for July 21st and September 15th and will be held at Village Hall at 7PM. We encourage residents to attend and participate.

 

Roland Nenni has been appointed Chief of Police. Chief Nenni has served as Police Officer for APD for 17 years and has earned respect and recognition from fellow officers and the law enforcement community. Best wishes to former Chief Dean London in his retirement and thanks to Staff Sergeant Timothy Boyer for stepping up to handle Chief responsibilities in the interim.

 

Chief Nenni welcomes input and encourages residents to call 911 immediately to report incidents requiring police intervention. You can ask to remain anonymous if you wish.

 

The Department of Public Works schedules two brush collections per year, once in the Spring

and once in the Fall. Please watch the Pennysaver for collection dates. In the meantime brush or other yard debris should be contained or bundled in lengths of four feet or less and disposed of in the regular weekly trash collection. Please call DPW at 589 - 7061 if you have questions.
